The Manager Test Engineering works at the United States Postal Service (USPS) Central Repair Facility (CRF) in Topeka, KS and reports directly to the Engineering Manager. The CRF is a depot repair facility for USPS mail processing, delivery, and bulk mail systems repairable parts. Examples: repairing printed circuit boards, electrical, electronic, mechanical and electro-mechanical assemblies to component level. The CRF provides depot level maintenance for essential automation, mechanization, retail and bulk mail processing systems used in all mail processing and retail installations.

The Manager Test Engineering’s responsibilities include technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems. Analyses are performed at all levels of total system product to include: concept, design, fabrication, test, installation, operation, maintenance and disposal. Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.

The Manager Test Engineering designs, develops, and modifies system test plans. Assists with implementation of test plan, associated specifications, and software change processes based on overall system requirements. Provides initial technical support in assessments of determining repairable item status based on system requirements. Represents the organization as a subject matter expert and provides customer support in the system engineer discipline on contracts and projects. Interacts with senior external personnel on significant technical matters often requiring coordination between organizations. Assists in reviewing procedures to ensure that the test and repair process is complete. Reviews and evaluates failure data received from field locations, and offers recommendations for resolutions. Some travel is required.

Qualifications –
Basic Qualifications:

• Bachelors in Science with 9 years of related experience OR Masters with 7

years of related experience OR PhD with 4 years of related experience.

• Must be a US Citizen and possess or be able to obtain a sensitive security


• Experience in Microsoft Office 2013 (Access, Excel, Outlook, PowerPoint,


• Demonstrated software experience in firmware and test development.

• Experience in electrical and mechanical CAD packages, and AutoCAD


• Experience in managing daily work assignments, annual reviews, time

sheets/payroll within both Union/Non Union environment.

• Prior experience in a Test Engineering environment.

Preferred Qualifications:

• Lean Six Sigma Green Belt certified
• Proven capability to effectively train and manage personnel and to manage

a complex operation

• Management experience in Test Engineering environment.

• Experience with Scheduling software.

• Experience managing small teams of up to 10 -12 employees.
