The Department of Natural Resources (DNR) is looking for an Assistant Financial Business Transformation Manager to lead and oversee OFBE’s efforts to optimize financial-business operations, focused initially on financial readiness for implementation of One Washington’s new statewide financial system. You will lead and oversee activities to implement new processes, policies, and procedures and orchestrate project plan activities to fulfill One WA deliverables. This position provides an invaluable opportunity for an individual with management analysis and financial experience to improve DNR’s overall financial business operations and increase the financial competencies of both agency management and staff. After full implementation of One WA, you will continue to lead efforts to improve financial business operations, leading cross-agency teams, to develop, implement, and evaluate improvement initiatives.
Responsibilities:
This position reports directly to the agency’s Financial Business Transformation Manager who reports to the agency Chief Financial Officer who leads the Office of Finance, Budget, and Economics (OFBE) comprised of these three teams that provide agency-level accounting, budget, and economic services. DNR’s 2023-25 $940 million annual operating budget and $337 million capital budget are comprised of five (5) trust management funds, twenty-five (25) dedicated funds, and other state, federal, and private funds.
With the agency’s Business Transformation Manager and CFO’s support, this position is responsible for leading OFBE’s efforts to optimize financial-business performance across the agency, including division and region levels. This includes cross-agency collaboration with financial business managers to optimize and standardize policies, processes, tools, governance structure, supporting IT architecture, work integration, training curriculum, and communication mediums that will continually improve DNR’s financial business operations.
This position will also serve as the OFBE assistant lead and expert for all project phases of the implementation of OFM’s new statewide financial system, known as Workday, collaboratively working with finance business staff at all organizational levels and the One WA Support Team (AST) to transform the agency’s core financial business processes and procedures to ensure successful implementation of Workday.
Required Qualifications:
–An associate degree or higher in accounting or an accounting-related field such as auditing, budgeting, business administration, or accounting-related field. AND Three (3) or more years performing professional-level accounting-related functions;
OR an equivalent combination of education and/or experience for a total of 5 years.
–Experience and knowledge to:
–Analyze processes, procedures, and associated policies and procedures.
–Analyze accounting and financial data.
–Ability to learn state and agency financial systems to include their relationship with business processes/procedures.
–Analyze the work of other One WA project team members.
–Knowledge of principles of management, finance, business, and Generally Accepted Accounting Principles (GAAP).
–Experience and ability to:
–Create work plans, proposals, briefings, and training.
–Use schedules, timelines, and other graphics to report status and stay on track.
–Break down, sort, and synthesize information, identify trends and key themes, develop conclusions and display through charts and graphics, and finally develop appropriate action steps and recommendations.
–Improve and streamline work processes beyond the specific assignment, focusing on outcomes.
–Create, establish, monitor, and measure work plans, and work with others to enhance and enable work plan implementation.
–Experience using Microsoft Excel Word., and PowerPoint.
–Experience using project libraries, lists, and toolkit platforms such as Microsoft SharePoint.
–Possesses excellent communication skills and the ability to communicate complex fiscal issues orally and in writing to a variety of audiences
