Position Summary
As a member of CAP-HC’s Planning and Development Team, the Data & Evaluation Manager works with program staff to report data for federal, state, city, and non-government grants. They serve as the database administrator for the organization’s CAP-60 database and in-house expert on all funder-required databases, train new staff on database usage and assist program units in collecting data and measuring impact. They also produce agency reports and support the organization’s community needs assessment and strategic planning efforts.
The Data & Evaluation Manager is a full-time position. The typical on-site schedule is Monday-Friday, 8:00 A.M – 4:30 P.M.; a hybrid schedule may be possible after 90 days. The annual base salary range is $61,000-$65,000, and is based on education, knowledge, skills, competencies, and experience. Benefits include: twelve paid holidays per year, PTO, medical, dental, STD, LTD, retirement. Job offers are contingent on a reference check and background check. Responsibilities
Database Management
+Work with program directors and staff to structure, collect, enter, analyze, track and measure program data to evaluate and report on program impact (using CAP60, Workforce One, HomeKeeper, and other systems);
+Provide data entry training to staff including what is required for grant reporting and measuring program impact;
+Responsible for the administration of CAP60 including program access, password resets, and setting up new programs, funding, and services to be tracked;
+Periodically evaluate data handling procedures and recommend changes to ensure collection and reporting of relevant data occurs in a timely and accurate manner;
+Guide agency efforts to identify, streamline and / or implement new client databases that improve data collection, quality, and efficiency.
Data Reporting
+Manage data for grants, including but not limited to: Community Service Block Grant (CSBG), MN Community Action Grant (MCAG), HUD Housing Counseling, Homeownership Education, Counseling and Training, and others;
+Create monthly production reports regarding households served, services provided and outcomes;
+Respond to staff requests for data on client contacts, outcomes, and demographics;
+Run preliminary reports to identify errors and missing data;
+Prepare internal and external-facing performance reports; support preparation of data for funder monitoring visits;
+Manage data collection and reporting for sub-grantees of CAP-HC funding;
+Prepare and / or present monthly reports to Program & Evaluation Committee and Board of Directors.
Survey Creation, Distribution, Reporting, and Analysis
+Work with leaders and teams to identify and prioritize survey needs (e.g., client satisfaction, community impact, agency culture, etc.) and create survey reports for internal and external use to support the narrative of CAPHC’s mission, vision, and values;
+Implement quarterly client satisfaction survey process including distribution of results to all key stakeholders;
+Evaluate survey results to determine priority insights, issues, or topics. Work in collaboration with department staff to identify areas for improvement and best practices.
Community Needs Assessment & Strategic Planning
+Work with staff and outside vendors to collect and manage quantitative and qualitative data for triannual Community Needs Assessment;
+Support preparation of three-year strategic plan, including presentations to staff leadership, board and other stakeholders;
+Perform interim data collection to track trends and changes to ensure services continue to be responsive to community needs;
+Work on special projects related to organizational strategy and performance, especially where there is a significant data or research component.
Required Qualifications
+Bachelor’s degree in a related field from an accredited institution.
+Comfort working within and across multiple databases to extract, compile and analyze data and ability to decipher and organize large amounts of data.
+An analytical mindset and critical thinker who can translate a business question into a data question.
+Experience with data quality and preparation, including how to manage missing or inconsistent data.
+Ability to identify trends or relationships within data that produce meaningful insights.
+Exceptional attention to detail.
+Ability to prioritize multiple competing projects.
+Proficient with Microsoft Office programs including Excel and PowerPoint.
+Experience developing data visualizations and telling stories with data that are easy to understand.
+Ability to foster data-informed decision making with multi-disciplinary teams.
+Excellent strategic communication and people skills, and experience translating data to diverse audiences.
+Commitment to continuous improvement of systems and processes to foster greater efficiency, effectiveness, and innovation.
Preferred Qualifications
+3+ years’ experience in data management or analysis.
+Experience working with non-profit or social services data entry, analysis, and reporting.
+Experience providing data entry instruction or training to others including creating written materials, providing individual training, and presenting to group learning audiences.
+Advanced Excel skills including experience using formulas, pivot tables, and VLOOKUPs.
+Experience working in a scripting language/statistics software such as Python or R, with strong proficiency in cleaning and restructuring datasets.
Physical Requirements
Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards. Must have the ability to walk short distances. Exerting up to twenty-five pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers. The employee is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading.
